The City Council includes nine members, all elected to four-year terms of office. Six members of the council are elected from each of six [[Ward (United States)|wards]]. The other three members are elected to represent the entire city on an [[at-large]] basis. The Business Administrator develops an annual budget for the city, manages the city's departments and oversees its employees.
