===Britain will not send troops=== In 1964 and again in 1965, Rusk approached the British Prime Minister [[Harold Wilson]] to ask for British troops to go to Vietnam, requests that were refused. The normally Anglophile Rusk saw the refusal as a "betrayal".<ref name="Prenderghast 109">Prenderghast, Gerald ''Britain and the Wars in Vietnam: The Supply of Troops, Arms and Intelligence, 1945β1975'' Jefferson: McFarland, 2015 page 109</ref> Rusk told the ''Times'' of London: "All we needed was just one regiment. The [[Black Watch]] would have done it. Just one regiment, but you wouldn't. Well, don't expect us to save you again. They can invade Sussex and we won't do a damn thing about it."<ref name="Prenderghast 109"/> Shortly before his death, Adlai Stevenson, the American ambassador to the UN, mentioned in an interview with the journalist Eric Severeid the aborted peace terms in Rangoon in 1964, saying the UN Secretary General U Thant was disappointed that Rusk had rejected the terms.<ref name="Langguth 410">Langguth, A.J. ''Our Vietnam 1954β1975'', New York: Simon and Schuster, 2000 p.410</ref> When Johnson asked Rusk about the matter, the latter replied that in diplomacy "there is a difference between rejecting a proposal and not accepting it", a distinction that Rusk claimed that U Thant had missed.<ref name="Langguth 410"/>
