This version of the Master exists as a companion to the Doctor, albeit a slightly sinister one. Exactly why the Doctor created an android duplicate of the Master is not stated, but it is revealed the Master was faced with the choice of permanent death or one last chance at life on a leash to make amends for the harm he had caused over the years.
