The council consists of six members who are elected by the populace of the city. Each member serves for four years and can serve a total of three terms. Like most majority-minority cities in the United States, Santa Ana is a stronghold of the Democratic Party. Despite the city's high percentage of Democrats, the city tends to vote conservatively on social issues, much like the rest of northern Orange County. It voted in favor of [[California Proposition 8|Proposition 8]]—California's amendment defining marriage in the state as a legal union between a man and a woman—by 61.9%, above the county's average of 57.7%.
