=== United States Virgin Islands === On March 5, 2014, Ocean Thermal Energy Corporation (OTEC)<ref>{{cite web |url=http://www.otecorporation.com/ |title=Home |website=otecorporation.com}}</ref> and the 30th Legislature of the United States Virgin Islands (USVI) signed a Memorandum of Understanding to move forward with a study to evaluate the feasibility and potential benefits to the USVI of installing on-shore Ocean Thermal Energy Conversion (OTEC) renewable energy power plants and Seawater Air Conditioning (SWAC) facilities.<ref>{{cite web|url=https://stthomassource.com/content/2014/03/06/senate-signs-mou-ocean-energy-feasibility-study/|title=Senate Signs MOU for Ocean Energy Feasibility Study|date=6 March 2014}}</ref> The benefits to be assessed in the USVI study include both the baseload (24/7) clean electricity generated by OTEC, as well as the various related products associated with OTEC and SWAC, including abundant fresh drinking water, energy-saving air conditioning, sustainable aquaculture and mariculture, and agricultural enhancement projects for the Islands of St Thomas and St Croix.<ref>{{cite web|url=https://www.naval-group.com/en/news/feasibility-study-for-worlds-first-us-based-commercial-otec-plant-and-sea-water-air-conditioning-swac-systems-in-usvi/|title=Feasibility Study for World's First US-Based Commercial OTEC Plant and Sea Water Air Conditioning (SWAC) Systems in USVI.|website=Naval Group}}</ref> On July 18, 2016, OTE's application to be a Qualifying Facility was approved by the Virgin Islands Public Services Commission.<ref name="ReferenceA"/> OTE also received permission to begin negotiating contracts associated with this project.<ref name="lancasteronline.com"/>
