=== Infrastructure === Transport in Montenegro The Montenegrin road infrastructure is not at Western European standards. No roads meet full motorway standards. Construction of new motorways is considered a national priority, as they are important for uniform economic development and the development of Montenegro as an attractive tourist destination. The European routes that pass through Montenegro are E65 and E80. The backbone of the Montenegrin rail network is the Belgrade–Bar railway, which provides international connection towards Serbia. A domestic branch line, the Nikšić-Podgorica railway, operated as a freight-only line for decades, that opened for passenger traffic after reconstruction and electrification in 2012. The other branch line from Podgorica towards the Albanian border, the Podgorica–Shkodër railway, is not in use. Montenegro has two international airports, Podgorica Airport and Tivat Airport. The Port of Bar is Montenegro's main seaport. Initially built in 1906, the port was almost completely destroyed during World War II. Reconstruction began in 1950. It is equipped to handle over five million tons of cargo annually, but has been operating at a loss and well below capacity. The reconstruction of the Belgrade-Bar railway and the proposed Belgrade-Bar motorway are expected to return operating levels to capacity. In 2023 there is a plan to install an LNG terminal at Bar to receive gas imports.
