Until the late 1990s, most dramas, movies, commercials, and music videos were filmed in the Seoul area, making filming outside Seoul quite rare. In the early 2000s, it was relatively easy to obtain permits for road closures and explosion scenes in Busan that would have been impossible in Seoul.
