As of the [[United States Census, 2000|2000 Census]], Rocky Hill had a population of 17,966 in 7,557 households, with 4,519 families residing in the town.  The population density was {{convert|1,335.4|PD/sqmi|PD/km2|sp=us|adj=off}}.  There were 7,962 housing units at an average density of {{convert|591.8|/sqmi|/km2|sp=us|adj=off}}.  The racial makeup of the town was 90.20% [[White (U.S. Census)|White]], 3.42% [[African American (U.S. Census)|African American]], 0.11% [[Native American (U.S. Census)|Native American]], 3.97% [[Asian (U.S. Census)|Asian]], 0.03% [[Pacific Islander (U.S. Census)|Pacific Islander]], 1.01% from [[Race (United States Census)|other races]], and 1.27% from two or more races. [[Hispanic (U.S. Census)|Hispanic]] or [[Latino (U.S. Census)|Latino]] people of any race were 3.20% of the population.

There were 7,557 households, out of which 24.9% had children under the age of 18 living with them, 48.9% were [[Marriage|married couples]] living together, 7.9% had a female householder with no husband present, and 40.2% were non-families. Of all households 32.5% were made up of individuals, and 9.7% had someone living alone who was 65 years of age or older.  The average household size was 2.26 and the average family size was 2.93.

In terms of age, 19.7% of the population were under the age of 18, 6.1% were between 18 and 24, 31.9% were 25 to 44, 25.8% were 45 to 64, and 16.5% were 65 or older. The median age was 41 years. For every 100 females, there were 97.6 males. For every 100 females age 18 and over, there were 95.7 males.

The [[median household income]] in the town was $60,247, and the median income for a family was $72,726. Males had a median income of $48,555 versus $39,625 for females. The [[per capita income]] for the town was $29,701. About 1.2% of families and 2.9% of the population were below the [[poverty line]], including 1.8% of those under age 18 and 3.0% of those age 65 or over.
