The President is directly elected by popular vote for a five-year term. The Prime Minister is appointed by the President, and the Council of Ministers is solely responsible to the President, as specified in [[:fr:Constitution djiboutienne du 15 septembre 1992:|Articles 21 and 23 of the Constitution of Djibouti]].
