The number of entries grew to thirteen for this edition, with the eleven competing countries from the 1959 contest being joined by {{esccnty|Luxembourg}}, returning after a one year absence, and {{esccnty|Norway}}, making its first appearance.<ref name="ESC1960" />{{sfn|Roxburgh|2012|pp=213–214}}{{sfn|O'Connor|2010|pp=16–17}}
