The recognition of the [[Netherlands]] and [[Belgium]] occurred in two phases: they recognized the new title of Victor Emmanuel II in July, then the kingdom in November, after a long clash between conservatives and liberals in the Belgian parliament over the latter.<ref name="a150"/>
