=== Relations with Hong Kong and Macau ===
[[Hong Kong]] and [[Macau]], while historically parts of Guangdong before becoming colonies of the United Kingdom and Portugal, respectively, are [[Special administrative region of the People's Republic of China|special administrative regions]] (SARs). Furthermore, the [[Basic Law]]s of both SARs explicitly forbid [[Provinces of China|provincial governments]] from intervening in local politics. As a result, many issues with Hong Kong and Macau, such as border policy and water rights, have been settled by negotiations between the SARs' governments and the [[Government of Guangdong|Guangdong provincial government]].
