Poway incorporated as a [[general law city]] in December 1980. Like most California cities, it uses a [[Council–manager government|council/manager]] form of government. City policies are set by a five-member city council which includes a directly elected mayor. The mayor and councilmembers are elected at-large to overlapping four-year terms.
