In January 2012, the European Union approved the "Area C and Palestinian state building" report. The report said Palestinian presence in Area C has been continuously undermined by Israel and that state building efforts in Area C of the Palestinian Authority (PA) and the EU were of "utmost importance in order to support the creation of a contiguous and viable Palestinian state".
