After 1990, [[Germany–Russia relations|Germany and Russia]] worked together to establish a "strategic partnership" in which [[energy development]] became one of the most important factors. Germany's development policy functions as a distinct sector within its foreign policy framework. It is formulated by the Federal Ministry for Economic Cooperation and Development and carried out by the implementing organisations.
