=== Personnel system and pay === The personnel system used by TSA was originally based on the FAA's personnel system.<ref>{{USCSub|49|114|n}}</ref> Unlike a majority of the federal government, TSA employees are not on the [[General Schedule]] pay system. Instead, a [[pay band]] system with performance-based increases was used. In June 2021, Secretary of Homeland Security [[Alejandro Mayorkas]] issued a memorandum which directed the TSA Administrator among other items to pay employees "at a level that is no less than that of their counterparts on the General Schedule pay scale." For TSOs, the career ladder begins at the D band and progresses to F band.
