In 1998, Annan was deeply involved in supporting the transition from military to civilian rule in [[Military dictatorship in Nigeria|Nigeria]]. The following year, he supported the efforts of [[East Timor (province)|East Timor]] to secure independence from Indonesia. Beginning in 1998, Annan convened an annual UN "Security Council Retreat" with the 15 states' council representatives.
