=== Federal Assembly === The Federal Assembly is the parliament of Switzerland. It consists of two houses: The Council of States has 46 members, two from each canton and one from each half-canton. The National Council has 200 members, apportioned to reflect the population of each canton, and elected by proportional representation within each canton. Members of both houses serve for four years and work part-time (Milizsystem). When both houses are in joint session, they are known collectively as the Federal Assembly. Through optional referendums, citizens may challenge any law passed by parliament.
