The entire state is divided into 39 municipalities, which handle all local government affairs. There are 8 cities and 31 towns in Rhode Island. Major population centers today result from historical factors; development took place predominantly along the [[Blackstone River|Blackstone]], [[Seekonk River|Seekonk]], and [[Providence River]]s with the advent of the water-powered mill. Providence is the base of [[Providence metropolitan area|a large metropolitan area]].
