Manila Bay and its corresponding resources are considered critical recipients of environmental protection. As indicated in the 1987 Constitution (Article II, Section 16) there exists legal basis for environmental protection with the provision that: ''“the State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”''<ref name="Oposa">Oposa, A.
