The City of Gresham operates under the [[Council–manager government|council–manager]] form of government. The council appoints a city manager who is responsible for the daily operations of the city. The city council consists of the mayor and six councilors, all of whom serve four-year terms. Elections are held in November of even-numbered years. In election years divisible by four, (e.g., 2000, 2004, 2008), three councilors are elected.
