SF State has operated a marine lab on the site since 1978, when it began acquiring the land from the federal government for $1, under the condition that the site be used for education.<ref name="SFSU-2023c" /><ref name="Alexander-2023" /> A master plan is being currently being drafted for the campus. It has never had a master plan formally prepared and adopted by the campus or the CSU Board of Trustees.
