===Institutions=== The [[Palestinian National Council]] has 740 members and the [[Executive Committee of the Palestine Liberation Organization|Executive Committee]] or ExCo has 18 members. The document further states that "the PNC represents all sectors of the Palestinian community worldwide, including numerous organizations of the resistance movement, political parties, popular organizations and independent personalities and figures from all sectors of life, including intellectuals, religious leaders and businessmen".<ref name=memo_distinction/>
