The structure, built by Ridge Builders, and previously called the Happiness Tower, is a closed concrete block observation tower located on [[U.S. Route 27 in Florida|US Highway 27]].<ref>Kim Leatherman, [http://ufdcimages.uflib.ufl.edu/AA/00/05/43/97/00881/01-16-2019.pdf "Falling down?"], ''Highlands News-Sun'', January 16, 2019, pp. A1, A5.</ref> It is {{convert|240|ft|m|1}} tall according to early sources (before 1982),{{r|Dixie}} although later sources (after 1986) have indicated that it is {{convert|270|ft|m|1}} tall.{{r|owners}} Because its antennae are {{convert|392|ft|m|1}} above sea level,{{r|Miami}} and it rests on ground {{convert|142|ft|m|0}} above sea level{{r|USTopo}} (392–142=250), only the 240-foot architectural height is plausible. It has three observation levels, at {{convert|192|ft|m|1}} behind windows, at {{convert|200|ft|m|1}} on a balcony, and at {{convert|225|ft|m|1}} atop the elevator shaft.{{r|Dixie}} It was designed by architect [[A.
