The [[county commission|county board of commissioners]] controls the budget but has only limited authority to make laws or ordinances. In Michigan, most local government functions β police and fire, building and zoning, tax assessment, street maintenance, etc. β are the responsibility of individual cities and townships. In the 2006 elections, it was also the most supportive county of proposal 2, a state constitutional amendment banning affirmative action programs. It received 74.2% support in the county. The county was a bellwether in every presidential election from 1920 to 2004 (with exception to 1968).
