The governor serves as the state's constitutional leader, whereas the [[List of chief ministers of Rajasthan|chief minister]] assumes the role of both the head of the government and the head of the council of ministers. The [[Rajasthan Legislative Assembly|Legislative Assembly]] consists of 200 members who are elected for five-year terms. [[List of governors of Rajasthan|Governor]] is appointed by the [[President of India]] for a five-year term. The leader of the party or coalition with a majority in the Legislative Assembly is appointed as the chief minister by the governor, and the council of ministers are appointed by the governor on the advice of the [[List of chief ministers of Rajasthan|chief minister]]. The governor remains a ceremonial head of the state, while the chief minister and his council are responsible for day-to-day government functions. The council of ministers consists of [[Cabinet Ministers]], [[Ministers of State]] (MoS) and Deputy Ministers. The Secretariat headed by the Chief Secretary assists the council of ministers. The [[Chief secretary (India)|Chief Secretary]] is also the administrative head of the government. Each government department is headed by a minister, who is assisted by an [[Additional Chief Secretary]] or a Principal Secretary, who is usually an officer of [[Indian Administrative Service]] (IAS), the Additional Chief Secretary/Principal Secretary serve as the administrative head of the department they are assigned to. For the administration purpose, the state is divided into 07 divisions and 41 districts. Each district is supervised by a [[Superintendent of Police]], also an IPS officer, who is supported by officers from the Rajasthan Police Services. The management of forests, environment, and wildlife in the district is overseen by the [[Forest range officer|Divisional Forest Officer]], who is a member of the [[Indian Forest Service]]. Subdivisions (Tehsils) are responsible for governing districts and are overseen by sub-divisional magistrates. Additionally, districts are further divided into blocks. A block consists of panchayats (village councils) and town municipalities. Rajasthan has 5 cities with over one million population. The absolute urban population of the state is 17.4 million, which constitutes 24.87% of the total urban population of the state.
