Several agencies responsible for border management, emergency situations, migration and asylum also report to the ministry. Civilian authorities maintained effective control over the security forces.<ref name="United States Department of State" /> The Moldovan Police are divided into state and municipal organisations. State police provide law enforcement throughout Moldova while municipal police operate at the local [[Administrative divisions of Moldova|administrative]] level. National and municipal police forces often collaborate closely for law enforcement purposes. The [[Special Forces Brigade "Fulger"]] is a specialised combat-ready police force primarily responsible for tackling organised crime, serious violent crime, and hostage situations. They are subordinate to the General Police Inspectorate and therefore under strict civilian control.<ref name="United States Department of State" /> There are also a number of more specialised police institutions including the Police Department of Chisinau Municipality and the General Directorate of Criminal Investigation. The [[Moldovan Border Police]] are responsible for border security. It was a military branch until 2012 when it was put under the control of the Ministry of Internal Affairs. According to ''The Law on Police Use of Force Worldwide,'' "Moldova does not regulate and restrict the use of firearms by law enforcement officials as international law requires.
