The city council is a nine-member policy-making board, led by the mayor, who is elected for a two-year term by the community at large. The mayor has the same voting rights as all other council members and is responsible for presiding over council meetings. This position is recognized as the city government leader for all ceremonial purposes. The council elects, by majority vote, a mayor pro tem to serve the same term as the mayor. The mayor pro tem is expected to perform responsibilities of the mayor when the mayor is absent or unable to perform their duties. Two council members are elected from each ward to serve four-year terms. There are four wards in the city.
