Four of the council members represent their individual [[Ward (electoral subdivision)|ward]] in which they reside for the entire term of their office, and which represents roughly one quarter of the city's population. The fifth member of the council, the [[mayor]], is elected without regard to residency in any particular ward. The mayor serves as the [[chairperson]] of the city council. Vacancies occur when a councilor becomes ineligible to hold their position, resigns, or passes away. If a council position becomes vacant, the remaining council members will appoint a qualified elector for the remainder of the position's term. Ward councilor positions are considered vacant when the representing councilor moves outside of the electing ward's boundaries, with an exception that a change in boundaries does not disqualify a councilor from completing their term for which they were elected.
