==Vandalism of the proclamation paper== In 1983, Peter Greyson, an art student, entered Ottawa's National Archives (known today as [[Library and Archives Canada]]) and poured red paint mixed with glue over a copy<ref>{{cite news |date=April 15, 2012 |title=Why the Charter has its red blotch |url=https://www.theglobeandmail.com/news/politics/why-the-charter-has-its-red-blotch/article4100514/ |url-access=subscription |access-date=October 18, 2019 |work=The Globe and Mail}}</ref> of the proclamation of the 1982 constitutional amendment. He said he was displeased with the federal government's decision to allow United States missile testing in Canada and had wanted to "graphically illustrate to Canadians" how wrong he believed the government to be.
