Winchester is within the [[Nez Perce people#Nez Perce Indian Reservation|Nez Perce Indian Reservation]],<ref name=nporg>{{cite web|url=http://www.nezperce.org/rezinfo/npreservation.htm|publisher=Nez Perce Tribe|title=The Nez Perce Reservation and its location|access-date=November 27, 2012}}</ref> and similar to the opening of lands in [[Oklahoma]], the U.S. government opened the reservation for white settlement in November 1895. The city was named in 1900 during a meeting to establish a school district.
