==History== On June 16, 1970, the residents of a [[Trailer park|trailer court]] owned by Delbert Johnson voted 49-to-10 to incorporate. Johnson had started the development in 1959, and in 1968 was unsuccessful in having the area [[Municipal annexation in the United States|annexed]] to [[Gladstone, Oregon|Gladstone]]. The [[55th Oregon Legislative Assembly]] in 1969 established a boundary review board to prevent an increase in small incorporated cities, but proponents of Johnson City's incorporation had filed for an election before the law took effect.<ref name=OGN>{{Cite OGN|7th|page=515}}</ref> The community is also known as Johnson Mobile Estates.{{citation needed|date=June 2024}} Johnson City residents are not eligible to participate in the Clackamas County library system ([[Library Information Network of Clackamas County|LINCC]]), or any of its county partners.<ref>{{cite web | url=https://www.milwaukieoregon.gov/library/how-get-library-card | title=How to Get a Library Card }}</ref> They are also not eligible for North Clackamas Parks and Recreation (NCPRD) programs,<ref>{{cite web | url=https://ncprd.com/ncprd/are-you-in-district | title=Are you in the District? - North Clackamas Parks & Recreation District }}</ref> which includes Meals on Wheels.<ref>{{cite web | url=https://ncprd.com/milwaukie-center/services | title=Milwaukie Community Center Services - North Clackamas Parks & Recreation District }}</ref> In an effort to join the LINCC, the Johnson City Tenant Collective (JCTC) put Measure 3-585 on the 2022 November General Election ballot.<ref>{{cite web | url=https://www.clackamasreview.com/news/johnson-citys-540-residents-consider-joining-library-system/article_31cf5d73-32c6-53c7-92a3-67b2bb3a921a.html | title=Johnson City's 540 residents consider joining library system }}</ref> It did not pass, and there is an open investigation against the owner of Johnson Mobile Estates for possible voter intimidation.<ref>{{cite web | url=https://www.kptv.com/2022/11/01/oregon-mobile-home-community-owner-under-investigation-possible-voter-intimidation/ | title=Oregon mobile home community owner under investigation for possible voter intimidation | date=November 2022 }}</ref>
