From 2001 to 2003, [[Millburn, New Jersey|Millburn]], [[Montclair, New Jersey|Montclair]] and [[Roseland, New Jersey|Roseland]] all held nonbinding ballot referendums on the issue. Then-[[Montclair, New Jersey|Montclair]] mayor Robert J. Russo gave a statement in 2003 about secession, "I've watched Essex County burden our people, with very little to show for it.
