In 1879, a county seat election was held, and Anthony won over [[Harper, Kansas|Harper City]] even though 2,960 ballots were cast with 800 legal voters in the county.<ref name=cutler>{{cite book |last=Cutler |first=William G. |title=History of the State of Kansas |year=1883 |publisher=A.T.
